Overview Politics: Birmingham, which has a population of over one million, is the largest local authority in Europe. It is a unitary authority governed by a city council that is responsible for the management of practically all local services. Birmingham is divided into forty administrative wards that each have a population of around 25,000. Each ward is represented by three elected councillors. 120 councillors sit in the Council House on Victoria Square in the Business Quarter. Birmingham is also divided into ten council constituencies that each have a population of around 100,000. Each council constituency contains four council wards and is overseen by a district committee attended by the twelve councillors who represent those wards. These district committees exercise some devolved powers on behalf of the city council. Each council constituency is also a parliamentary constituency that elects one MP to the UK Parliament in Westminster.
